(2) Standards for two years of education at a foreign school
- ① Location of foreign schools:
- A) Approved a school located in the area parents’ office is located.(however, with the features of the region, religion, or communism(ideology), etc., the head of diplomatic office admits that it is inevitable, a school located in the third countries exceptionally approved)
- B) International schools in Korea are excluded.
- ② ‘Two years of education at a foreign school’ means the full academic years of secondary school or high school for consecutive two years at a foreign school.
- ③ Determination of the period: when applicants has not completed the consecutive two years of education for frequent immigration and emigration, three years or more of education in middle school including a year of high school is regarded as the consecutive two years of education.
(3) Parents’ work period, settlement period, and residence periods :
On the basis of the calendar year and academic year, only the terms within the applicants’ academic years shall be approved.
- ① Period of stay: the period of stay for school or work stated in the Foreign Residence Report of Oversea Korean
- ② Period of residence: the period except for domestic residence days in the residence of the foreign country on the immigration certificate
- ③ Period of settlement: the period of residence in the foreign country after issued a permanent resident card
- ④ Period of work: the period of work in the foreign country from the day assigned to the day resigned on the certificate of enrollment or work
(4) Criteria for qualifications
- ① The range of public official: Public officials under the article 2 of the National Public Service Law
- ② The range of as foreign service officials
- a) officials of public institutions on the Law on Management of Public Institutions
- b) Oversea office workers established under the enforcement decree of Foreign Exchange Transaction Law
- c) Oversea office workers of a domestic cooperation authorized by a foreign exchange bank(working in oversea offices which are unauthorized, not permitted for the establishment or whose permitted period have been expired is not recognized as a foreign working period.)
- d) officials of a foreign exchange bank (including authorized local corporations or financial institutions by the head of Ministry of Strategy and Finance)
- e) dispatched doctors, overseas correspondents
- ③ The range of Foreign Government and International Organization
- a) Foreign Governments: government agencies, representing the country as a central administrative body of the country (excluding other state agencies, local governments, state-owned enterprises)
- b) International Organizations: International organizations established by such international treaties and agreements between governments (except other international organizations constituted by such agreements between non-governmental and international organizations)
- ④ The work type of foreign service officials, oversea public officials, officials of foreign governments or international organizations is confined to full-time work (except for the short term worker for education, training, business trip, etc.)
(5) Admission Season:
Admissions is always opened regardless of the grade or year of graduation.
(6) Applicants who completed the 12 years of full academic curriculum
- ① Applicants with the educational background which is equivalent to Korean elementary to high school curriculum (12 years) without learning in Korea during the years (if the applicant was under the inevitable circumstances and had to learn in Korea, it would be considered by each universities. If not, the applicant is ineligible)
- ② Applicants who completed the education of elementary to high school curriculum (for equal to or more than12 years) in more than two countries however, have a missed term(for 6 month) for the different educational systems in the process of transferring, admissions are exceptionally approved.
- ③ The subjects of the application are students themselves and therefore the period, which the parents have resided in a foreign country is not concerned.
(7) Academic recognition of North Korean Refugees ("NORTH KOREAN REFUGEES PROTECTION AND SETTLEMENT SUPPORT ACT")
- ① Persons eligible for protection may obtain accreditation of the academic background corresponding to their respective levels of school education received in North Korea or foreign countries, as prescribed by Presidential Decree by submitting the application to the Ministry of Unification.
- ② the Ministry of Unification may send a confirmation of academic accreditation to the Ministry of Education, Science and Technology
- ③ the Ministry of Education, Science and Technology may decide on whether to grant the accreditation of the academic background within three months from the date of receipt sent the result to the Minister of unification to notify and the Minister of unification notify the applicant.

(2) The range of Foreigner
- ① International students without Korean nationality
- ② International students holding a foreign citizenship with the completion of full education curriculum regardless of the nationality of parents
- ③ International students who hold dual citizenships or are stateless are excluded ( however, shall exceptionally be accepted under the conditions that the applicants are expected to renounce Korean citizenship by the time of determination for special admissions.)
- ④ International students who completed the education of elementary to high school curriculum (for equal to or more than12 years) in more than two countries however, have a missed term(for 6 month) for the different educational systems in the process of transferring, admissions are exceptionally approved.
(3) Criteria for academic years
- ① International students holding a foreign citizenship: the standard is based on 12 academic years and grade 10~12, the completion of two semesters without absence is regarded as a year of education.
- (a) ‘more than 2 years of education in a foreign country means the full 2 years of foreign high school curriculum after obtaining the foreign citizenship
- (b) The academic years in a Korean international school after obtaining the foreign citizenship are not considered as the education in a foreign country to meet the criteria.
- ② International students with foreign nationality of both parents: the completion of 12 years of education is accepted regardless of the location of school.
- ③ International students with the completion of full academic years: Attending Korean school and foreign school alternately for 12 years from elementary to high school is not recognized as education period in a foreign country
(4) Conditions of parents
- ① Internationals students holding a foreign citizenship are the applicants for special admissions and the education requirement is the completion of more than 2 years of education in a foreign high school after obtaining a foreign citizenship, which means that the period of their parents’ living or staying abroad is not considered for any requirement of the applicants’ admission.
- ② The education requirements for applicants are only for the applicants, which means that the period of their parents’ living or staying abroad is not considered for any requirement of the applicants’ admission.
